
Joyline Chikuni is a Monitoring, Evaluation, and Learning (MEL) Consultant and a PMP-certified practitioner with extensive experience supporting development programs across Africa. Her work spans gender equality, social inclusion, governance, youth development, and evidence-based decision-making—helping organisations design stronger programmes and achieve more inclusive development outcomes. She has led and supported evaluations, research assignments, and policy assessments for organisations such as UN Women, OXFAM, Amnesty International, EWMI, Plan International, and the World Bank. Her portfolio includes baselines, mid-term reviews, end-term evaluations, and strengthening of MEL systems for government ministries, INGOs, and donor-funded initiatives. Joyline’s expertise covers gender-responsive MEL, theory of change development, mixed-methods research, and institutional capacity building. She has contributed to national processes such as the development of the Gender Equality and Women’s Empowerment (GEWE) M&E Framework and has trained Gender Focal Persons on gender-sensitive data systems and reporting. Skilled in Power BI, NVIVO, SPSS, Excel, and digital data tools, she combines analytical rigor with practical programme experience.
